1. Institutional Alignment & Autonomy Status
Our formal statutory definition and legal boundary framework.
The **NSQF Council** operates as an independent, self-governing private skill evaluation authority and registration registry. By applying for and obtaining affiliation, the Training Partner (hereinafter referred to as the "Center") explicitly acknowledges and agrees to the following parameters:
- Independent Authority: The Council is a self-regulated private entity mapping vocational course syllabi and evaluations autonomously. It is not a direct central/state government ministry, regulatory board, or statutory educational board.
- Outcomes Mapping: Certifications, grade sheets, and evaluations are prepared strictly under modular skill standards and credit formulas mapped autonomously to occupational criteria.
- No Government Employment Guarantee: The Council provides skill validation and curriculum mapping to boost employability. The affiliation does not grant or guarantee any central/state government employment or automatic academic equivalence unless explicitly verified by specific hiring entities.
2. Prohibited Practices & Misrepresentation Shield
Strict restrictions to avoid impersonation and protect the brand from litigation.
To preserve the brand integrity and protect both parties from administrative legal action, the Center must comply with the following strict guidelines:
- No Use of the word "Board": The Center shall under no circumstances represent the Council as a "Government Board" or "Govt. Approved Board" in any advertisements, banners, pamphlets, or social media posts. The authorized title to be used is strictly **"NSQF Council"** or **"Autonomous Skill Council"**.
- No Official Emblems or Logos: The Center is strictly forbidden from printing national emblems, state insignia, the official "Skill India" logo, "NCVET" logo, or the national flag on their training certificates, pamphlets, or private receipts.
- Transparent Student Counseling: During candidate counseling and admission, the Center is contractually obligated to clearly state that the program is an *autonomous vocational training course* certified by an independent assessment council, designed strictly for career skilling.
Zero Tolerance Violation Rule
Any verified report of a Center promising government jobs, claiming to be an official state-sponsored educational board, or using restricted government emblems on advertising materials will result in immediate termination of affiliation without refund, and potential legal prosecution.
3. Course Delivery & Assessment Compliance
Adhering to standard quality protocols in teaching and grading.
Affiliated Centers are entrusted with maintaining the highest standards of technical and vocational training. The Center agrees to the following quality mandates:
- Infrastructure Adequacy: The Center must maintain suitable classroom space, lab machinery, and computing systems required to deliver standard training conforming to evaluated competency levels.
- Syllabus Alignment: Only course curricula registered and aligned with the Council’s standards may be taught to candidates registered under our registry system.
- Conduct of Evaluations: All examinations, final assessments, and practical diagnostics must be conducted under objective, supervised environments strictly complying with the evaluation descriptors.
4. Financial Guidelines & Fee Structure
Accounting and processing standard fee structures securely.
All financial dealings between the Council and the Center are governed by these clear billing rules:
- Affiliation Fee Non-Refundability: The Center onboarding fee, renewal fee, and specific curriculum alignment fees paid to the Council are strictly non-refundable and non-transferable under any circumstances.
- Student Registration Tariffs: The Center must submit the standard student examination, registration, and certification processing fees to the Council database within the specified deadlines prior to issuing student grades.
- No Overcharging: While the Center is free to charge local tuition fees according to local infrastructure and operations, they must not charge arbitrary or excessive "certification fees" under the Council’s name.
5. Legal Indemnification & Jurisdictional Boundaries

This section outlines the legal safety protocols protecting the parent council from center-level operational disputes:
- Center Liability: The Center operates as an independent franchisee or training partner. The Council is not responsible for any local staff salaries, lease disputes, local consumer forum complaints, or student-related operational disputes of the Center.
- Indemnification Clause: The Center hereby agrees to indemnify and hold harmless the Council, its trust trustees, directors, and evaluators against any lawsuits, claims, or damages arising out of the Center's mismanagement, false promises, or operational failure.
- Territorial Jurisdiction: All agreements, registrations, and transactions are governed strictly by the laws of India. Any legal dispute, arbitration, or statutory claim involving the Council must be filed exclusively under the local judicial jurisdiction of the Council's registered trust headquarters.
